Your drums (the tom-toms, that is) have to be mounted on some type of hardware in order for you to play them. The mounting hardware allows you to attach your drums to a stand. Most kits (except some of the high-end professional ones where you get to choose the hardware that you prefer) come with mounting hardware already attached.
There are basically two types of mounting hardware nowadays: those that mount directly on the drum’s shell and those that use some sort of suspension system. A beginner kit generally has the hardware attached directly to the shell while the higher-end drumsets use a mounting system that takes the weight of the drum off the shell so that it can resonate more freely.
